Stay inform on the new Krogers Coupon Policy

Post from Playa: Kristin Henning Frost
Here is something that has me purplexed....In the Chat session yesterday, the Kroger representative stated that this policy change was not due to the TLC show that will be airing soon. She stated that the new policy was discussed and decided upon some time ago, with the decision to roll it out on 04-13-11. Here's the part that I find contradictory....if this decision was made a while back to discontinue with the double/triple Q's and go with whatever this new better way to save plan is.....Why have they stated that they are "finishing up" writing the new Q policy and will have it available on the 13th??? Wouldn't it have been much smarter to have the new policy info detailed and ready to make public in tandem with discontinuing the d/t Q's??? Moreover, I get that Kroger eats the cost of any d/t over the face value and they need to cut costs or whatever. If that were actually true, why in the world wouldn't they test market this in a location where they double to a $1.00 and have no limits on the number of Q's d/t?? WOuldn't that in effect save more $$?? I'm not suggesting I want another market to have to deal with this either...I'm just using what I think is simple logic.....sorry for the long post! ;)
